"I have never questioned that Honor was the responsible head of the Department. I should not have supposed that the question raised, had not informed you that you were capable of being responsible and that efforts had been unsuccessfully made to render you responsible.
Upon this question I have entertained further doubt and I most respectfully and emphatically deny that I ever asserted that I was not subordinate to the Officers of the Supreme Court.
To the concluding paragraph of the Chief Justice's letter, it follows:
I have never had a motive other than a desire to serve the public to the best of my ability, and I do not think I have in any way laid myself open to
